Changes in China’s domestic politics “create and sustain incentives to see the United States as a long-term strategic and ideological adversary”, Evan Medeiros, a senior fellow on foreign policy at the Centre for China Analysis, said in a new report.

While geopolitical tensions continue to define much of the U.S.-China relationship, changing domestic politics in both countries — often underappreciated and little understood — have become a major factor in this great power rivalry. Over the past decade, domestic political forces in both countries have had increasingly negative impacts on U.S.-China ties further exacerbating difficult relations between the two.

“It’s literally been one disaster after another,” said Evan Medeiros, a professor at Georgetown University who served as a national security official in the administration headed by President Barack Obama. Xi’s third term, which began in March 2023, “has been full of policy failures and challenges”.

This week’s meeting between Xi Jinping and Joe Biden met the very low expectations that both sides telegraphed well in advance, effectively hitting the pause button on deteriorating bilateral relations and delivering a few modest agreements.

“Is this meeting going to improve the relationship? The answer is no, but that’s not the objective – the objective is to frame and contain the risks of it worsening,” said Kurt Tong, a former senior US diplomat in Asia who’s now a managing partner at the Asia Group. He characterized the results as “relatively small” deliverables.
