Ambassador Teruyuki Katori is a Senior Advisor to The Asia Group based in Japan. He is a former career civil servant with 36 years of experience at the Ministry of Health, Labor, and Welfare (MHLW). During his tenure there, he oversaw social security policies, including establishing the Long-Term Care Insurance Act, the Child and Family Support Act, and the reform of the Government Pension Investment Fund (GPIF).
From 2001, he worked at the Prime Minister’s Office as a member of Prime Minister Junichiro Koizumi’s staff, and supported the comprehensive reform of social security and taxation as a Deputy Director-General of the Cabinet Secretariat in 2008. At the MHLW, he held various positions including Director-General for Policy Coordination (in charge of social security), Director-General of the Pension Bureau, and Director-General of the Employment Equality and Children and Family Bureau.
After retiring from the MHLW in 2016, Ambassador Katori was appointed as Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Azerbaijan. He then became a Professor at Sophia University’s Faculty of Human Sciences in 2020. Since April 2023, he has served as a Specially Appointed Professor at the Department of Professional Business under the Graduate School of Social Sciences at Hyogo Prefectural University.
From November 2021, he has been a member of the Prime Minister’s Office’s Council for Promoting Social Security for All Generations, and from August 2022, he has been a member of the MHLW’s Expert Council on Comprehensive Measures for Achieving the Early and Stable Supply of Pharmaceuticals. He has also served as a member of the Japan Medical Association’s Medical Policy Council and Tokyo Medical Association’s Home Healthcare Council, as well as a director of the Japan Society for Regional Care and the Japan Pension Association. He also continues his work in social security as the Representative Director of Future Institute Wolong.
