Hassan Mansoor is a Senior Vice President in The Asia Group’s GCC Practice, based in Doha, where he advises global corporations, financial institutions, and public-sector stakeholders on market strategy, government engagement, regulatory developments, and geopolitical risk across the Gulf region. His work focuses on the intersection of Gulf political economy, sovereign finance, investment strategy, and emerging technology, with deep experience in the region’s economic and institutional landscape.
Prior to joining The Asia Group, Hassan was an Associate Director at Global Counsel, where he advised senior public- and private-sector clients across the GCC. His work included advising the executive office of a major Gulf government on sovereign AI strategy, supporting national economic strategy priorities related to employment and workforce reform, and leading the development of a global AI healthcare readiness index. He also advised a leading global gaming and cloud multinational on Gulf market strategy across seven markets and delivered investor services diligence for private equity sponsors and global financial institutions assessing MENA opportunities.
Earlier in his career, Hassan served in Qatar’s Ministry of Finance, where he worked on sovereign debt strategy, investor relations, government-related entity financing, credit rating agency engagement, and national economic planning. He led development of investor materials and presented Qatar’s credit story to institutional investors across the United States, United Kingdom, Europe, and Asia, while also supporting engagement with Moody’s, S&P, Fitch, the IMF, and the World Bank. Hassan also co-led the development of Qatar’s sovereign green bond framework, which later supported the State of Qatar’s inaugural USD 2.5 billion sovereign green bond issuance — the GCC’s first sovereign green bond issuance and the region’s largest at the time — attracting more than USD 14 billion in investor demand.
Before joining the Ministry of Finance, Hassan was an Analyst in Economic Advisory at the Qatar Financial Centre Authority, where he helped build the case and roadmap for a national investment promotion agency and delivered a first-of-its-kind report on the implications of China’s Belt and Road Initiative for Qatar. He also contributed to the implementation of Qatar’s Purchasing Managers’ Index and supported work on developing the country’s Islamic finance sector. Hassan started his career at Standard Chartered.
Hassan holds a Bachelor of Arts in Economics and History from the University of Virginia. He has lived, worked, and studied across the Gulf, Europe, North America, and Asia. He supports The Arsenal and enjoys squash, travel, and any activity near the sea.
