The Asia Group Expands Japan Advisory Capabilities with New Trade, Energy, Finance, and Geopolitical Expertise

Tokyo & Washington, DC | July 13, 2026 – The Asia Group (TAG) is announcing a significant expansion of its Tokyo-based talent with the appointment of David Boling as managing director of Japan and the addition of new senior experts — Issei Morita, Vivian Law, and Taro Han.  

These appointments significantly expand TAG’s ability to advise clients navigating Japan’s evolving policy landscape, including economic security, energy transition, trade and investment, advanced technology supply chains, and U.S.-Japan strategic cooperation. TAG’s Tokyo-based team will provide the experience, judgment, and local perspective needed to help clients navigate emerging opportunities and challenges.

Issei Morita joins as a senior vice president and brings deep expertise in geopolitical risk, capital markets, and corporate strategy, helping Japanese and international companies assess policy and market developments. Previously, Issei was a director at Eurasia Group, where he led strategic engagement for the Japanese market. He also brings two decades of experience in asset management and as a financial journalist. 

Vivian Law joins as a vice president and strengthens TAG’s capabilities in energy transition, sustainability, and public policy engagement across Japan, Hong Kong, and Taiwan. Vivian was a public policy advisor at a public affairs firm in Tokyo and Taipei, and previously worked for a decade at the Hong Kong Trade Development Council.  

Taro Han joins as a vice president and adds extensive experience in energy security, trade policy, and U.S.-Japan relations. Before joining TAG, Taro served for 13 years at Japan’s Ministry of Economy, Trade and Industry (METI), the subsidiary Agency for Natural Resources and Energy (ANRE), and the Embassy of Japan in Washington DC. 

David Boling joined TAG in January as a principal. A former deputy assistant U.S. trade representative for Japan, he led key negotiations in the TransPacific Partnership and the U.S.–Japan Trade Agreement and has extensive expertise helping U.S. companies navigate regulatory and market barriers. His prior roles at Eurasia Group, the U.S. Congress, and the U.S. Department of Justice equip him to provide clients with deep policy insight and practical guidance.  

Together, TAG’s Tokyo team combines expertise across trade, energy, geopolitics, defense, tech and economic security, sustainability, and government relations, providing clients with one of the most comprehensive advisory platforms focused on Japan and the broader Indo-Pacific region. This strong new line-up rounds out the Tokyo office’s roster of strong leaders and analysts, which includes principal Aki Kawai (who focuses on defense issues), senior associates Rintaro Nishimura and Grace Ahearn, associates Hana Anderson and Yuki Kurihara, and office manager Rie Ito.
