On October 20, Prabowo Subianto was inaugurated as Indonesia’s eighth president. Outlining his administration’s priorities in his inaugural address, Prabowo emphasized his campaign pledges on improving nutrition, healthcare, and housing, while also highlighting the continuation of President Joko “Jokowi” Widodo’s industrialization policy (including through the export ban of raw critical minerals). Notably, Prabowo did not mention the development of the new capital city, Nusantara, one of Jokowi’s expensive legacy policy priorities that will likely compete with the new President’s own priorities for resources.

The White House and Congress are increasingly concerned about the growing number of Chinese goods that bypass import duties. In 2016, Congress raised the import value threshold under de minimis from USD 200 to USD 800, but by 2021, Congress reopened debate on the threshold given the explosion of China’s fast- fashion retailers and the growing fentanyl crisis in the United States.

The high degree of Congressional attention on the challenges China poses to U.S. values and interests did not translate into new lawmaking last year. Senate Majority Leader Chuck Schumer’s (D-NY) early plans to pull together a China Competition Bill 2.0 – the third such effort since the 2021 legislation that eventually resulted in passage of the CHIPS Act – stalled and were overtaken by debt ceiling, budget, and nomination fights. Former Speaker McCarthy similarly promised to deliver a House bill to ban TikTok and implement the Republican’s 2020 China Task Force Report.
