TAG White Paper – Advancing Taiwan’s Public Health Resilience: Adult Immunization as a Preventive Strategy for Lifelong Protection
Taiwan’s transition to super-aged society in 2025 presents an optimal moment to explore new perspectives and approaches to key public health issues related to its aging population. Adult immunization is a significant contributor – and a powerful but underused tool – towards healthy aging because it helps extend health span – not just life span. It prevents infections that disproportionately harm older adults and often trigger cascading declines in resilience, hospitalization, frailty, and downstream cardiovascular and cerebrovascular events. Adult vaccination should therefore be reframed from a narrow medical intervention into a core element of healthy aging.
However, adult immunization is still widely perceived as a disease-specific response rather than a preventive behavior comparable to exercise, diet, or support for quitting smoking, despite evidence that vaccine-preventable illnesses in older adults often have lasting consequences beyond the acute infection itself. In aging populations, preventable diseases such as influenza, pneumococcal disease, and shingles frequently lead to hospitalization, functional decline, and increased vulnerability to cardiovascular and cerebrovascular events – outcomes that cause productivity loss among those aged 50 to 64 years and directly undermine independence and quality of life in later years.
Greater investment in adult immunization represents a cost-effective and evidence-based strategy to enhance preventive care, reduce avoidable morbidity, and support healthy aging. The Asia Group (TAG) has identified effective solutions that merit additional attention:
Within the adult immunization landscape, shingles presents a unique opportunity to generate a high return on health investment and achieve a positive impact. TAG will use shingles, which poses a growing burden in aging societies and has a higher occurrence rate in Taiwan than in many other countries, as a case study to explore the potential benefits of expanded public funding for adult immunization that can further advance the Lai administration’s broader resilience initiatives.
